Pasig City’s Smart Public Safety Management System, a project of 8Layer was chosen as one of the most outstanding Smart City Projects in Asia Pacific excluding Japan (APeJ) for Smart City Asia Pacific Awards (SCAPA). SCAPA is presented by International Data Corporation (IDC), a premier global provider of market intelligence and advisory services for the telecommunications and consumer technology markets.

IDC SCAPA recognize smart cities projects and innovation in Asia Pacific. Out of over 148 smart city projects coming from local governments and private organizations in Asia Pacific, only the top 48 projects were shortlisted by IDC in 12 functional smart city categories. The award categories are Administration; Civic Engagement; Digital Equity and Accessibility; Education; Public Health and Social Services; Public Safety; Smart Buildings; Smart Water; Sustainable Infrastructure; Transportation; Tourism, Arts, Libraries, Culture and Open Spaces; and Urban Planning and Land Use.

Aside from Pasig City’s Smart Public Safety Management System Project, there are four other Filipino projects that were shortlisted for the SCAPA this year. All finalist compete through IDC analysts’ benchmarking, public voting, and judging from an International Advisory Council. Pasig City’s Smart Public Safety Management System Project, an initiative of Pasig Command Center (Pasig C3) took top honors under the Public Safety category alongside Taipei’s All-Round 3D Technology Security Circle.

Pasig City’s Public Safety Management Project initiatives focus in improving the efficiency and sustainability of public safety while reducing cost and resource consumption for surveillance and incident management. These include Computer Aided Dispatch, Adaptive Intelligent Traffic System, Flood Awareness Simulation Tool, Environment Sensors, HD IP Cameras, and an Emergency Network GSM System.

The Computer Aided Dispatch System (CADS) is used for data analysis and real time sending of incident reports for intelligent response to be addressed by Mamamayang Aksyon sa Emergency (MaSE), a free mobile public service application available for android and iOS users.

Adaptive Intelligent Traffic System (ITS) aims to improve traffic efficiency and provide safer, more coordinated and smarter use of transport network. By using cutting edge technologies, ITS collect, process and provide various traffic information to automate operation and better control the traffic system of the City.

While, Flood Awareness Simulation Tool provides information and scenarios of possible flooded areas, as well as environment sensors for noise pollution, water Ph level, loud sounds, UV index and water levels.

Solar powered city-wide mass alert sirens are also installed for emergency broadcast of messages in times of calamities.

And lastly, the Emergency network GSM System that allows emergency routing of cellular calls to any number on pre-determined locations when commercial GSM networks are down during major disaster. This is also complimented by a Text Messaging Alert System which will send a SMS/Text notification to individuals regardless of their GSM Network.

Pasig is the first city to launch this type of project here in the Philippines and 8Layer is pleased to be part of its success with the international recognition. 8Layer is continuously collaborating with partners both in public and private sectors in creating innovative Smart City projects.
